Rockland marks 4th year of housing crackdown, focusing on cleanup violations

“As Rockland County government marked the fourth year of its crackdown on slum housing, Jennifer Rivera said Friday that she pays $520 a month rent for a tiny bedroom inside a rundown, violation-plagued house on Fairview Avenue.

As Health Department inspectors walked through the house with hopes of forcing the landlord to clean it up, Rivera said she and 11 other people live with rats, mice, and other animals entering though the attic and wood flooring softened by moisture.

Inspectors have cited the manager/owner Moshe Landau for 48 violations of the county sanitary code, including operation of an illegal boarding house, exposed piping and wires, mold and chipped paint, and garbage on the front lawn.” [Read more…]

Rockland Lawsuit alleges Ramapo sidestepped rules to downzone property at Bluefield Extension

While former Ramapo Town Supervisor Christopher St. Lawrence continues to languish in a federal prison only three months into his 2 ½-year sentence, the effects of his administration’s policies in connection with land use applications continue to haunt the residents of Ramapo. Now, the County of Rockland has had enough and has sued the town in Rockland County Supreme Court.

According to papers filed with the Supreme Court, the county is asking a Supreme Court judge to declare invalid and unlawful an approval of a property known as the Bluefield Extension project located on 126 – 130 Union Road opposite Bluefield Drive in the unincorporated section of Ramapo. Landlords rented out house after it was seized for back taxes

“Two landlords rented out a single-family home even though the house had been seized by Rockland County for lack of property tax payments, according to a lawsuit.

After finding the house occupied and tenants paying rent to the former owners, Joseph Greenbaum and Elazer Dancziger, the county filed a civil lawsuit against the two New Square men and referred the case for criminal investigation to the Rockland County Sheriff’s Office.

The county contends Greenbaum lost ownership for not paying property taxes since 2012. Dancziger used the address for his two medical-related businesses and managed the property, the county said. [Read more…]

How Rockland is curbing ‘blockbusting’

One New Jersey township has gone further, with ‘cease and desist’ zones.

“The flurry of activity that comes with the spring housing market felt different this year in certain areas of Rockland.

Residents in some sections of Ramapo and surrounding communities began complaining on social media and at public meetings that they were being targeted by overzealous real estate solicitations, both in person and by mail, by people trying to encourage them to put their homes on the market.

In the months since, combating those unwanted solicitations has become a top priority for many local officials and communities. [Read more…]

County declares Stage II Water Emergency–Water saving measures required

July 21 Press Release from Rockland County

County Executive Ed Day and Commissioner of Health Dr. Patricia Schnabel Ruppert announce that a Stage II Water Emergency has been declared in Rockland County, resulting in mandatory limitations on water used by all residents and businesses, beginning today, July 21, 2016. The mandatory water saving measures follow two earlier requests for voluntary conservation. These water saving measures, which primarily affect outdoor water use, apply to all residents and businesses, regardless whether they get their water from a public water supplier such as Suez, Nyack or Suffern, or from their own private well.
