“Voters will decide at the ballot box in November who will take over the Town Board seat left vacant after the resignation of Samuel Tress.
Political parties have until Sept. 20 to file a certificate of nomination for candidates to appear in the Nov. 8 general election, said Rockland County Board of Elections Commissioner Kristen Zebrowski Stavisky.
The Town Board can appoint someone to the seat leading up to the election, Zebrowski Stavisky said. In the case of an appointment, that person would remain on the board until the end of the year.

Councilman Yitzchok Ullman said he did not expect the board to make an appointment.
“It doesn’t make sense to appoint someone,” Ullman said. “Let the people decide.”
“I don’t want to let someone get a foot in” and have an advantage going into the election, Ullman added.
Supervisor Christopher St. Lawrence did not respond to calls for comment.
The winner of the November election will complete the remainder of Tress’ term, which extends through 2019.”
