“Believe it or not, Rockland County is finding ways to curb overdevelopment. One of the tools we are using is General Municipal Law (GML) and while GML doesn’t sound that exciting, it is important.

Under the State mandated General Municipal Law (GML) application process the Land Use Division of the County Planning Department is allowed to review site plans, subdivisions, variances, zone changes, zoning code amendments, special permits and other land use, zoning or environmental actions. Ramapo seeking to score share of sales tax revenue generated by baseball stadium

“Acting Supervisor Yitzchok Ullman made the request Friday in a press release, justifying his pitch that the stadium has become a top tourist draw in Rockland and generates an estimated $250,000 in sales tax annually through sales of tickets, concessions and other items.
Plus, Ramapo needs the money after financial problems and corruption convictions.
Ramapo acting supervisor Yitzchok Ullman seeks a share of estimated $250,000 in sales tax revenues generated by Palisades Credit Union Park. Rockland County Executive Ed Day says he’s not supportive. [Read more…]

Yitzy Ullman and Ed Day offer reform on conviction day

On the same day that Ramapo Supervisor Christopher St. Lawrence was convicted of 20 felony charges in federal court, the County Executive, Ed Day, and the Deputy Ramapo Town Supervisor, Yitzy Ullman, both sent releases to the press that were surprising, and potentially very consequential.

Day’s media advisory announced that the County Executive would announce new measures on Monday to promote responsible development. An executive order will put in place penalties for those building projects that are not in line with municipal law. Penalties will include:

“Under this Executive Order, failure of a town or village to comply or explain why will result in the County not issuing permits for such uses as water and sewer connections, well permits, rooming house permits, drainage permits, road opening permits, issuance of new addresses and others.” [Read more…]

Monitors to oversee building departments in Ramapo, Spring Valley

“The state is appointing monitors with investigative authority to oversee the building departments in Ramapo and Spring Valley after years of fielding complaints from officials and first responders about the potentially dangerous lack of fire safety and zoning enforcement in those communities.

The state acted after several years of pressure from Assemblyman Kenneth Zebrowski, D-New City, Rockland County Executive Ed Day and the Rockland Illegal Housing Task Force leaders. They have called for the state to potentially take over the inspection duties in Ramapo and Spring Valley.

The monitors will be assigned because the communities have not done enough to comply with state regulations, state Department of State spokesman Laz Benitiz said Monday. [Read more…]

County Exec calls for firing of disgraced Ramapo audit firm

Apparently, the stink attached to Ramapo’s auditor fraud, made redolent with fines and sanctions from the SEC, has motivated other local clients of O’Connor Davies to skip the clothespins and go directly to showing the auditing firm the door. In a press release yesterday, County Executive Ed Day is asking the County Legislature to open the windows and fire PKF O’Connor Davies. The company has three contracts with the County for $1 million. [Read more…]

Rockland officials criticize water rate hike plan

“The Rockland water company’s proposal to raise bills by 17 percent over three years is being criticized by local officials, days before a public hearing.

Suez New York’s attempt to get customers to pay for costs related to its failed Haverstraw desalination plant accounts for 65 percent of the increase — a source of controversy among local activists and officials.

A joint proposal between Suez and the state Public Service Commission staff calls for rate hikes of 5.9 percent in the first year, 5.6 percent in the second year, and 5.3 percent in the third year. [Read more…]

Ed Day responds to Rockland leadership tiff

The Following letter was published in The Journal News.

Re “Day, Wolfe need ‘marriage counseling,'” Sept. 1 editorial:

We wish marriage counseling could solve the deadlocks between my administration and the Rockland County Legislature.

My administration is determined to right Rockland’s financial ship. We whittled down the $138 million deficit we inherited, now projected to be $19 million.

My 2016 budget reduced spending by $35.3 million, the largest decrease in Rockland history. [Read more…]

Alden Wolfe’s Facebook snit evolves into Lynch lawsuit

Rockland County Legislature Chairman Alden Wolfe has filed a defamation lawsuit against County Executive Ed Day in response to accusations posted on social media.

Day characterized the lawsuit as a ‘political sideshow.’

Wolfe, a Democrat, accused the GOP executive of libel and damaging his reputation in a 2015 Facebook post, according to a lawsuit filed in state Supreme Court in New City on Aug. 16. [Read more…]

“Rockland rate-payers are being hosed.”–Ed Day

“Rockland County has taken legal action in state court to try to keep Suez New York water ratepayers from paying the cost of an ill-fated scheme by the utility and two state agencies to build a desalination plant on the Hudson River in Haverstraw.

The legal action claims the state Department of Public Service didn’t verify all of Suez’s expenditures related to the nearly $40 million the company says it spent pursuing the plant, but instead did merely a sample audit of the invoices. [Read more…]

In Ramapo, Plan B is often just Plan A, again

The problem was pretty straightforward. The more than 20 yeshivas identified by the New York State Education Department as lacking the required fire safety inspections were about to be inspected by Rockland County fire safety officials on Wednesday. The County was going to do it because the State asked them to. Previous inspections by the Town of Ramapo were found to be dangerously deficient. So much so that the fire inspector, Adam Peltz, was removed from his position. [Read more…]
