At the last Town Board meeting, a possible schedule for finally getting the Ramapo annual audits for the last four years was divulged. Yes, the town does not have audited annual financial reports for the last four years. You have to go back to 2014 to peruse a certified accounting of the Town’s financial numbers. Why has this happened? Well, you have to start with the number 77363-054. That’s the audited prison ID for our past Supervisor, and master chef of Ramapo’s cooked books–currently serving 2 ½ years at US Federal Prison in Waymart, PA.
Next look at the behavior of the Town Board, which added to the delay by hiring an unqualified firm from Brooklyn to do the audit, only to have them disqualified. There was some opposition to the choice of this firm, and questions remain about their selection, especially given their experience and the obvious problems with the St. Lawrence books.
But now, here’s the projected/hoped-for/sort-of-promised schedule for the audits from 2015 to 2018:
2015 Promised at the end of December 2018.
2016 Probably by April or May 2019.
And then, all will be completed by August 2019 (’17 and ’18 included).
What we find amazing in this whole process is how the State has allowed the Town of Ramapo to continue operating, without supervision or council, given the likelihood of what could be a half-decade of bogus numbers. Guess it’s due to the propensity of State lawmakers who write laws to require these audits of municipalities and then not provide any kind of enforcement mechanisms.
Will the Town and its current auditors deliver on the schedule they have made public? I wouldn’t ask 77363-054, even though he probably knows where the problems are better than anyone. I don’t think he has email communication at the present time.
